Taurinum isn't a transformative item. This is a long flared vial with a small label that reads, "Taurinum". It is likely this potion is tied to centaurs in some way. It can't be obtained from Rathazul after he has moved to your camp, at a cost of 100 gems, and on provision of two vials labeled "Equinum" and one vial of minotaur blood.
