Over Troubled Water is a side quest given by Varena, the Crown Princess of Khor'minos after the events of A Feast for Heroes. To access the quest, the Champion must have chosen Flirt when talking with her at the feast.
Spoilers
Varena asks the Champion to find a red labrys. The labrys' location is random; the Champion must read each tile to find it.
