In order to recruit Anno without destroying Tarkus, Steele must follow up her suspicions about the ship via the Ghost Deck quest. If Anno and Steele survive the ordeal, talk to Anno again at her shop and she'll reveal that she's been cleared by Corporate to transfer aboard Steele's ship.

Alternative recruitment
