Very little is known about Mr. Chow, other than that he is a billionaire, card shark, and womanizer. Chow commands a fleet of smuggling ships, including the ''Silence'' (captained by [[Kara | Kara Volke]]), and was himself a smuggler captain in his youth. He is fairly old now, and prefers to spend most of his time directing operations or managing his criminal empire between high-stakes poker games.

He was the original owner of the ''[[Blade]]'', before [[Kiro|Kiro Tamahime]] hijacked it. More than twenty years ago, he was a close friend of engineer [[Zeke | Zeke Entara]], and regularly employs the Entaras in his less criminal ventures.
