Ask around about what's happened to the thief. Who'd have the authority to release him from custody?

• Go to Rigard Inn
• Go to the Penthouse
• Speak to The Twins.

Return to the twins after they have made their arrangements

• Leave the Inn.
• Wait until the next day, and then return to Rumi and Rani at their Penthouse.
• They'll give you an Enchanted Collar and Royal Letter to take to the jail on the castle grounds.

Take custody of the thief from the jail in the royal grounds. It'll be quite interesting to see what effects the collar has...

• Go to Rigard Castle
• Go to the Jail.
