The "Private Dungeon" is in Cassie's Safehouse, after it is renovated. Progress through Cassie's route and it'll eventually be mentioned to visit the Hardware store people in New Ark City. Do so, and it'll be unlocked.
Collectable Bondage Equipment:
Bed: Automatically received with dungeon.
Bondage Horse: Bought in Succubus Tower's Torture Chamber
Pillory Stocks: Bought in New Ark Slum's Torture Rack
Ankle Stocks: Bought in New Ark Slum's Torture Rack. Only appears if feet or tickle kink is active.
Milker: Bought in New Ark City's Milk Store.
