The Champion gives a passing consideration as to why the glowing fungus that usually lines the tunnels has suddenly petered out.
As they finish their though, a torch at the far end flares to life, revealing a ragtag group of creatures with nasty-looking bludgeons and shanks. These creatures seem to be dressed in well-patched leather and cloth, and appear to be a cross between goblins and orcs. If present in the party Brint/Brienne, will comment that they're hobgoblins, and while they seem better dressed and less starved than what farmers would hire, they're still bad news; else the Champion comments on the fact that these creatures are bad news. The lead hobgoblin explains that the Champion simply needs to pay the hobgoblin toll, or they could do things the hard way. When asked what hard way entails, the leader explains that they really don't want to fight the Champion, as people might get badly hurt, however, they will risk that over dying of starvation because of the cost of food thanks to the slum lords. Regardless if Brint/Brienne is present, the leader explains that King Kelsaz does not care for slum trash like them and without the enforcement of his price controls in the slums, they might die from the demons, but they will die from starvation. With that, they give the Champion the following options:

If victorious and Brint/Brienne is present, the Champion will ask them if there is somewhere they can turn the bandits in, to which they answer that with the Chargers being busy fighting demons and enforcing the quarantine, it's unlikely, additionally they don't care what happens outside the city proper; else, the Champion doubts that law enforcement would be bothered to take them in. If the Champion is defeated, with the addition of a Defeat Sex Scene, the hobgoblins will also take up to 600 EC and one of the following items if the Champion has it in their inventory (order in which is taken first):

Subsequent encounters will have the Champion be accosted by yet another group of ragtag hobgoblins. One of them declares the highway toll of 300 EC, giving the Champion the same option as the first group they encountered.
